Letter to Senate Energy & Natural Resources Committee on the S. 1464, the Buffalo Tract Protection Act and S. 462, the Truckee Meadows Public Lands Management Act
On behalf of the more than 500 members of the National Stone, Sand & Gravel Association (NSSGA), I am writing to express our concerns about two bills that received testimony at the legislative hearing on Thursday, February 12, 2026. The bills are S. 1464, the Buffalo Tract Protection Act by Senator Heinrich, and S. 462, the Truckee Meadows Public Lands Management Act by Senator Rosen. The Buffalo Tract Protection Act would permanently ban future aggregates production in central New Mexico, severely limiting critical resources for infrastructure construction and public works projects in this growing region. The Truckee Meadows Public Lands Management Act would directly impact several operations in Nevada, putting existing aggregates operations at risk.
