Coalition Comments to Department of Transportation on NEPA Policy Procedures and Updates

On behalf of the undersigned organizations, we appreciate the opportunity to provide comments on the Department of Transportation’s (DOT),1 “Procedures for Considering Environmental Impacts,” in light of the recent recission of the Council on Environmental Quality’s National Environmental Policy Act (NEPA) procedures and updates that incorporate environmental review provisions from the following statutes:  Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU); Moving Ahead for Progress in the 21st Century Act (MAP-21); the Fixing America's Surface Transportation (FAST) Act, the Infrastructure Investment and Jobs Act (IIJA); and the Fiscal Responsibility Act (FRA) of 2023.2 We represent a diverse set of industries, including agriculture, energy, construction, manufacturing, and more, all of which rely on an efficient federal permitting system to meet critical needs.
