Coalition Letter to Transportation, Housing and Urban Development Subcommittee Leadership on Revising Section 427 of H.R. 4552, Transportation, Housing and Urban Development and Related Agencies Appropriations Act, 2026
The undersigned organizations representing the many aspects of the transportation industry urge you to revise Section 427 of H.R. 4552: Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, 2026, (FY 26 THUD) which would ban the use of federal transportation funds for automated red-light and speed enforcement cameras on federally assisted roadways. Applied broadly, the provision would limit one of the proven tools states use to protect workers and motorists in high-risk locations. Highway work zones alone saw more than 100,000 crashes, 39,000 injuries, and close to 900 fatalities in 2023. States that deploy speed safety cameras near active work areas report sharp drops in excessive speeding and severe crashes. Similar success has been documented in school zones where pedestrian vulnerability is high.
