On behalf of the undersigned organizations, we appreciate the opportunity to provide comments on the U.S. Environmental Protection Agency’s (“EPA”) proposed rule, “Update of Procedures for Implementing the National Environmental Policy Act and Assessing the Environmental Effects Abroad of EPA Actions.” We represent a diverse group of industries, including agriculture, energy, construction, manufacturing, mining, and more, all of which rely on an efficient federal permitting system to meet critical needs. 
 

The Coalition for a Democratic Workplace and the 26 undersigned organizations write to urge the quick confirmation of James Macy and David Prouty, President Trump’s nominees to serve on the National Labor Relations Board. If the Senate fails to confirm the President's nominees, the Board will lose its quorum on August 27, 2026. This will leave employers and workers in legal limbo as the agency loses its capacity to issue decisions and compound the already historic backlog of cases. It is therefore vital that the nominees come to the floor for a vote as soon as possible.

The federal government’s investment in our nation’s transportation network provides immense value to the American public. Accordingly, we urge you to preserve the FY 2026 funding levels enacted for all federal transportation programs, including those funded through the Highway Trust Fund and advance appropriations, as part of any short-term government funding measure or surface transportation program extension.

The American Cement Association, the National Asphalt Pavement Association, the National Ready Mixed Concrete Association, and the National Stone, Sand & Gravel Association thank the Committee for introducing and passing the Water Resources Development Act (WRDA) of 2026 by unanimous consent. We urge the U.S. Senate to pass WRDA swiftly to advance critical water infrastructure projects across the country. The construction materials produced by our combined membership are foundational to a range of different Corps projects, from locks and dams to flood control and storm risk reduction.

Federal surface transportation investment benefits every American daily. The undersigned organizations recognize the importance of Congress acting promptly to avoid a lapse in federal funding and maintain continuity for federal transportation programs and projects. At the same time, any short-term government funding measure should preserve the total FY 2026 enacted funding levels, regardless of previous funding source, for these critical programs.

We appreciate the opportunity to share the provisions included in BABAA related to the construction materials our members produce and to explain that these materials are exempt from the Buy America requirements in BABAA.
