Dear Chairman Mica and Ranking Member Rahall:

We write to express support for H.R. 7, the American Energy and Infrastructure Jobs Act, introduced on January 31, 2012, by House Transportation and Infrastructure Committee Chairman Mica. As the principal suppliers of materials used to manufacture our nation’s highways, roads and bridges, we have long-supported passage of a multi-year surface transportation authorization bill that at a minimum maintains current investment levels in our national highway system.

Congress needs to act now on this national priority. Investing in our nation’s surface transportation network is essential to maintaining global competitiveness, continuing economic recovery and furthering economic growth, and creating new jobs.

The American Energy and Infrastructure Jobs Act will provide stability to our federal surface transportation programs that businesses and state transportation programs require for cost-effective planning and management. While we strongly support a much more robustly funded transportation infrastructure program, this bill will sustain millions of jobs at a time when our economy needs it most. The program reforms contained in H.R. 7 will stretch valuable dollars even further by accelerating project delivery through project streamlining provisions; increasing the role the private sector plays in national infrastructure investment; and giving states the flexibility to use their funds on what they determine are their infrastructure priorities.

The time for Congress to act on surface transportation authorization is now. The transportation needs of the country are too great, and the impacts on the nation’s economic health and well-being too substantial, to delay passage of a surface transportation bill any longer.
