Stormwater Pollution Prevention Program (SWP3)
Under the general permits for storm water discharges associated with industrial activity, regulated facilities must develop and implement a Storm Water Pollution Prevention Plan (SWPPP), which requires a facility to identify potential sources of pollution and to reduce that pollution at the source, before it can cause environmental problems and require expensive remediation or restoration activities. In addition to general permits, certain state regulations may also require the preparation and implementation of an SWPPP as a requirement for an Individual permit. The MSGP gives a list of sector-specific SWPP considerations (63 FR S2467).
The general goal of the SWPPP is to ensure that pollutants at a facility are not being discharged via storm water runoff from that site. In order to do this, the SWPPP requires the selection and implementation of Best Management Practices (BMPs), which are activities, operations, procedures, and other management practices (including structural storm water management techniques) to prevent or reduce the pollution in storm water runoff.
