AP-42 Emission Factors Testing & Guidance

EPA's emission factors for Crushed Stone Processing and Pulverized Mineral Processing can be fount at Compilation of Air Pollutant Emission Factors, Volume I, AP-42.

The section 11.19.2, and background technical documents, are available on the AP-42 Chapter 11 web site. The final chapter was developed under the sponsorship of NSSGA. The new emission factors were derived from testing conducted at various Pulverized Minerals Division and NSSGA member locations. EPA reviewed the NSSGA work and approved this section for publication.

This revised chapter of AP-42 includes new emission factors for PM 2.5, slightly revised factors for PM 10 as well as total particulate emission data for crushed stone and pulverized mineral processing. Many state regulatory agencies use these data to estimate particulate matter (PM) emission from mineral processing sources and to assign permit fees based on the results of that analysis. Use of these new PM 2.5 emission factors will continue to demonstrate that the aggregates industry is not a major source of particulate matter pollution as EPA once thought and that the industry should be considered a much lower priority for additional dust controls when EPA finalizes the new National Ambient Air Quality Standard for PM later this year.

NSSGA has sponsored Air Emissions Studies for the aggregates industry since 1991. O ur goal has been compile accurate and defensible PM10 and PM2.5 emission factors for aggregate facilities and pulverized mineral processing. Through the efforts of this research we have been able to:

  • Reduced annual operating fees by replacing non-representative, invalid EPA data
  • Minimize applicability to air regulations such as NAAQS Title V major source emission and Prevention of Significant Deterioration (PSD)
  • Avoid production limits determined by air quality dispersion modeling that have inaccurately depicted emission from aggregate operations.

Through the aid of NSSGA sponsored emission factor studies, performed since 1991, it has been determined that aggregate operations have saved over $400 million in:

  • Reduced annual operating fees
  • Title V operating permit preparation
  • Title V operating related monitor
  • Title V permit related testing fees
  • PSD permits avoided
